POSITION OVERVIEW:                                     Under the direction of the Executive Library Director, the Director of Finance leads and manages Douglas County Libraries’ budget and financial activities, ensuring support for DCL core values, initiatives and objectives. Manages and mitigates risk, provides wisdom and insight in long-range planning efforts, demonstrates transparency in financial reporting, and coordinates our annual budget process. Fosters a positive culture that synergizes seamlessly with other service teams and DCL locations. The Director of Finance is a vital team-member of our library’s leadership team for vision, strategy, and execution.

ESSENTIAL JOB FUNCTIONS:
  • Supports DCL strategic initiatives and integrates “one DCL” approach into job-related activities
  • Creates premium experiences for internal customers through effective and efficient completion of job tasks and team projects/efforts
  • Establishes and insures compliance with library policy and legal requirements.
  • Develops relationships by making the financial process and requirements accessible.

  • Sets clear expectations, provides on-going, meaningful feedback and delivers effective annual performance appraisals in support of staff development
  • Communicates proactively and regularly with ALH team, keeping them up-to-date on district/branch activities, initiatives and job expectations
  • Exhibits confidence and care in matters of budget and finance with the library’s board of trustees.
  • Develops and trains staff and leadership to master necessary finance and budgetary skills.
  • Provides confidential advice and accountability with the Executive Library Director.
  • Performs other job-related library work as assigned

RELEVANT AND CUSTOMARY RESPONSIBILITIES:
FINANCIAL LEADERSHIP – Enables others to act by providing strategic recommendations based on financial analysis, projections, and revenue and expense analysis; sharing information, and analyzing local and global financial conditions in order to set objectives, implement strategies and make decisions that lead to best practices in financial management.
MANAGEMENT OF FINANCE SERVICES – Sets goals and arranges tasks, people and other resources to accomplish the work in relation to the strategic plan; motivates, directs and influences staff to achieve the goals; and monitors performance, taking corrective action as needed; coordinates external financial service providers such as treasury and banking, brokers, auditors, underwriters, legal compliance and bond counsels; and controlling programs and services in order to manage Finance services. 
BUDGET PREPARATION AND MANAGMENT – Prepares and monitors the budget and financial processes by analyzing information from various sources, drawing conclusions, making recommendations, and communicating with staff in order to insure adherence to approved annual budget and processes.
SUPERVISION AND TEAM BUILDING – Obtains information, makes sense of it, sets job-related performance objectives, organizes resources and makes decisions, coaches staff and provides feedback, resolves conflict effectively and appraises performance in order to optimize the expected performance of staff.
FINANCIAL REPORTING – Maintains, creates, and presents financial reports by assimilating information into appropriate format, presenting information to management, auditors, and other internal and external groups in order to communicate financial condition of the library district and foundation, and meet state and local financial reporting requirements including Generally Accepted Accounting Principles. 
INVESTMENT COORDINATION – Coordinates investment activity by working with an investment advisor, monitoring cash balances, transferring funds, and managing and forecasting cash flow in order to determine appropriate investing strategy.
           
POSITION QUALIFICATIONS & REQUIREMENTS (unless otherwise noted):
  • Education: Bachelor’s degree or equivalent in accounting, government finance, business administration, public administration or related field.
  • Experience: Demonstrated leadership and supervisory experience in governmental accounting principles and applications.  Up to date knowledge of current financial and accounting computer applications.  Demonstrated ability to oversee a public finance office. Demonstrated verbal, analytical, organizational and writing skills. Ability to function under flexible and changing conditions.
  • Key Competencies: Previous experience must reflect alignment with DCL core values, strong self-direction and independent judgment, executive and excellent leadership and team-building skills and positive outcomes for organization
  • Physical Abilities: Able to work at computer workstation for extended periods on repetitive basis; sufficient dexterity to access relevant materials and mobility to transport materials up to 35 pounds; must be able to read minimum 8-pt. font
